What is the Academic Senate?
The Academic Senate of a faculty is its self-governing representative academic body. It has at least nine members, of whom at least one-third and at most one-half must be students. Members of the Academic Senate are elected from among the members of the faculty’s academic community. Elections are direct and conducted by secret ballot.
The internal regulations of the faculty define, in particular, the number of members of the Academic Senate, the method of their election, the procedure for electing the Chair of the Senate, the bodies of the Academic Senate and their establishment, the grounds for termination of membership in the Senate, and any possible incompatibility of Senate membership with the holding of other offices.
Membership in the Academic Senate
Membership in the Academic Senate is incompatible with holding the position of Rector, Vice-Rector, Dean, or Vice-Dean.
The term of office of individual members of a faculty’s Academic Senate is a maximum of three years. If a student elected to the Academic Senate is, during their term of office, admitted to another immediately consecutive study program, the internal regulations of the public higher education institution may specify conditions under which their membership in the Academic Senate does not terminate.
The term of office of all members of the Academic Senate ends if the Senate fails to meet for a period of six months in accordance with Section 27 of the Higher Education Act. In such a case, the Dean shall announce new elections no later than 30 days thereafter.
Meetings of the Academic Senate
Meetings of the faculty’s Academic Senate are open to the public. The Dean, or a Vice-Dean acting on the Dean’s behalf, has the right to speak at a meeting at any time upon request. At the Dean’s request, the Chair of the Academic Senate is obliged to convene an extraordinary meeting of the Senate without delay.
On proposals, particularly under paragraph 1(g), the Academic Senate decides by secret ballot. A proposal for the appointment of a Dean is adopted if it is approved by an absolute majority of all members of the Academic Senate of the faculty; a proposal for the Dean’s dismissal is adopted if it is approved by at least three-fifths of all members of the Senate.
